5 percent student fee increase proposed
Increase will force general fee areas to ‘tighten belts’

   Some departments will have to “tighten up the belts” to make way for varsity athletic improvements, said Chancellor Francis T. Borkowski Tuesday.
   Departments under general fees such as technology, health services and student activities would have benefited from an annual 5 percent increase. Instead, those departments will relinquish that increase to fund a plan to enhance varsity athletic facilities.

    Various Student Government Association senators and cabinet members, as well as President Ryan M. Eller, expressed deep misgivings about a proposed increase in athletic fees.
    The proposed $55 increase would pay for renovations and expansion of Owens Field House, Kidd Brewer Stadium and Varsity Gymnasium.
    “I think my reaction is similar to many in the student body, especially non-athletes; this brings up a lot of questions about where our priorities lie,” Eller said Tuesday. “To target athletics for a fee increase at a time when class sizes have increased, building projects continuously ongoing, part-time faculty have been lost, sections have been closed, tuition increased enormously and when out-of-state students are paying $16,000, I question whether this should be a number one priority.”

   The Department of Housing and Residence Life released their Reapplication Proposal for 2003-2004 Tuesday.
   The proposal states students in Appalachian Heights and Winkler Residence Hall are allowed to reclaim their rooms in groups of four students.

   A motion to extend the duration of suspension for students convicted of a sexual offense from two semesters to eight semesters narrowly passed in Appalachian State University’s Faculty Senate meeting Monday evening with a vote of 8-7-7.
   Student Government Association President Ryan M. Eller presented two pieces of legislation to the Faculty Senate pertaining to the extension of punishment for convicted rapists and the availability of rape kits at Student Health Services.
